Silly RICA cell law robbing operators of profits
New regulations are blowing holes in the revenues of the country's biggest mobile operators. The combined revenue for the South African operations of Vodacom and MTN has shrunk by at least R360m as a result of fewer subscribers since July, when the Regulation of Interception of Communications and Provision of Communication Related Information Act (Rica) came into effect. I agree, the law borders on the kinds of things you could expect being discussed at Sterkfontein Mental Hospital.

In the article it claims the law is put in place mainly to help law enforcement. Well, that means they're actually admitting the police are useless

The police are useless in either case. It reminds me of the whole 9/11 saga. All the clues were there to stop the attacks but they were too daft to recognise them. Then they have to make ridiculous laws to give the impression they were not given enough power to stop it. Meanwhile if those same laws were in place at the time they would still have missed it.
